Graham Hill

Graham is a veteran lobbyist with three decades of Washington, DC experience. He has substantive knowledge of authorization, appropriations, and budget legislative processes and brings a practitioner’s expertise to his client’s needs. Graham has achieved policy changes within a broad range of Congressional legislation, including Transportation, Energy, Homeland Security, and Finance Committee jurisdictions. 

Graham provides counsel and advocacy to his clients ranging from Fortune 500 Companies and not-for profits, to trade associations and small businesses. Graham has held multiple senior staff positions in the U.S. Congress, including as Committee Staff Director, Senior Committee Counsel, and Senior Counsel for Oversight and Investigations.  As a former Committee Staff Director and Senior Counsel, he provides his clients strategies and advocacy grounded in the realities of the House and Senate legislative process.

He is nationally recognized for his experience in transportation infrastructure and energy infrastructure policy. His work after 911 on legislation that created the Transportation Security Administration and Department of Homeland Security (DHS) gave him ground floor insight into DHS that he continues to provide to Congressional Committees and his clients.  His diverse expertise and experience has led to him being an expert witness in legislative hearings before both the House Homeland Security Committee and Natural Resources Committee.

Graham has also served at the Republican National Committee and as a Senate-confirmed appointee to the National Council on Disability.  He currently serves on a joint Department of Interior and Department of Agriculture federal advisory council. He also serves on the boards of several national organizations. He lives with his wife and three sons in Virginia.
